With reference to your letters Nos: 22476/1903 and 33683/1903 of the 27th July and 15th September, 1903, respectively; on the subject of the alteration of the boundary of the proposed Eastern Praya reclamation, I am directed by the Secretary of State for War to acquaint you, for the information of Mr Secretary Chamberlain, that this question has been very carefully considered in conjunction with the Lords Commissioners of the Admiralty, and that Mr Secretary Brodrick reluctantly agrees with Their Lordships, that it will not be possible to agree to any extension of the Praya westward of a line drawn, from the eastern extremity of the Arsenal at the junction of Arsenal Street and Eastern Praya, at right angles to the Eastern Praya; or to any encroachment in the form of a quay or slope to the west of that line.

Mr Chamberlain will understand that this objection would not be raised were it not for the serious detriment to the public service that would result from the extension of the Praya.
